School Vending Machines in Arkansas: Smart Snacks, State Rules and What Administrators Should Know

Schools in Arkansas have an extra reason to take vending planning seriously: the program has to account for federal Smart Snacks requirements as well as Arkansas-specific nutrition and access rules.

The current Arkansas Department of Education rules governing nutrition and physical activity prohibit elementary students from in-school access to vending machines that offer food and beverages. When a district offers vending access to students in grades 7 through 12, the food and beverages must meet the federal Smart Snacks in School nutrition standards throughout the school day according to the school’s wellness policy.

Federal Smart Snacks still apply

USDA states that Smart Snacks standards apply to foods sold during the school day in vending machines, school stores, à la carte lines, and other venues where food is sold to students. The standards are designed around nutrition criteria rather than brand names, so schools should evaluate the actual product formulation.

Arkansas adds state-level requirements

Arkansas maintains its own nutrition and physical-activity rules for public schools. That means an Arkansas school should not rely only on a generic national list of vending products. Grade configuration, state rules, and the district wellness policy all need to be part of the decision.

Arkansas DESE includes Smart Snacks and the school meal environment as part of its administrative-review framework. Districts should be prepared to show that foods and beverages sold or provided outside reimbursable meals meet applicable requirements and that required documentation is maintained.
